regional director wilhelm m. suyko

Director Wilhelm M. Suyko is a typical government official who rose from the ranks. He started his career as a photographer with the Ministry of Local Government in 1986 in the old Region 9 – which covered the areas of Zamboangas, Basilan, Sulu, and Tawi-Tawi. He also performed as an Information Officer at the same time.

In college, he was an academic scholar with a degree in Bachelor of Science in Commerce, majoring in Management from the University of Mindanao, where he received the prestigious University Leadership Award for Balanced Editing as the Editor-in-Chief of the Mindanao Collegian and News Bureau Director of the College Editors Guild of the Philippines for Southern Mindanao.

After graduating from college, he started his Law Education as a scholar at the Ateneo de Davao University and finished it at the Western Mindanao State University – at the heels of finishing his Master’s in Public Administration as a scholar under the sponsorships of the CSC’s Local Scholarship Program.

Among others, he finished the 19th Executive Course on National Security at the National Defense College of the Philippines.

He was also sent to the University of Western Australia, Murdoch University, and Curtin University to study E-Commerce for Business Organizations.

And just recently, he finished his Master’s in Crisis and Disaster Risk Management from the Philippine Public Safety College.


Let’s go through our Regional Director’s College Milestone:

Just like all LGOOs, he attended the Prestigious Local Government Academy in 1992, as a Local Government Operations Officer Trainee belonging to Batch 36.

After serving as a Barangay Local Government Operations Officer, he was reassigned to the regional office as an LGOO IV, and was designated as Chie of Staff at the office of the Regional Director — a designation he held under six regional directors.

Later on, he was appointed as Attorney IV and served as Legal Officer for five years and, was later appointed as Chief of Admin Division.

In 2005, he took the joint CSC-CESB written exam or MATB. Of the more than 5,000 hopefuls, he belonged to the elite 7% passers. From then on, he passed all the stages for CESO ranking like a walk in the park.


In 2007, Director Suyko was given the opportunity to lead provincial operations as Provincial Director of Zamboanga Sibugay.

In 2011, he was appointed as Assistant Regional Director of Davao Region and later on assumed as an OIC Regional Director.

He said that there were two most memorable (and probably regrettable) things he did in Davao when he was assigned there:

One, was when he served the Sandiganbayan decision on then-Mayor Sara Duterte for punching a local sheriff.

The other one was for announcing that then-Mayor Rodrigo Duterte was not running for the presidency.

To unwillingly terrorize a Local Chief Executive is perhaps his mission in life wherever he is first assigned to.  As a matter of fact, his first assignment upon assuming as Regional Director of MIMAROPA in 2019 was to serve a suspension order to one mayor in Occidental Mindoro.
