RDCIM-2025-038 DILG 10 LGOOS UNDERGO RETOOLING ON COMELEC GUIDELINES FOR 2025 NLE, LEGAL UPDATES IN LOCAL GOVERNANCE

Cagayan de Oro City — In preparation for the 2025 National and Local Elections, the Department of the Interior and Local Government Region 10 spearheaded a retooling session for its Local Government Operations Officers (LGOOs) to ensure their readiness in providing technical and advisory support to local government units during the election period.

The session provided an in-depth discussion on several key issuances from the Commission on Elections (COMELEC), particularly COMELEC Resolution No. 11059 on the constitution of Electoral Boards and the use of the Automated Election System; Resolution No. 11113 identifying prohibited acts during the election period with specific attention to the role and limitations of government officials and employees; and Resolution No. 11104, which sets the calendar of activities for the 2025 NLE, including critical deadlines and corresponding prohibited periods.

The session also included updates on pertinent jurisprudence and legal opinions affecting LGU operations, reinforcing DILG’s commitment to guiding local governments in navigating complex legal landscapes.

DILG 10 Regional Director Bruce A. Colao, CESO V, provided key guidance to LGOOs, stressing the importance of the retooling session in aligning field operations with COMELEC policies and the Department’s legal directives. He underscored that the activity plays an integral part in reinforcing the Department’s commitment to non-partisanship, while equipping LGOOs with the expertise to deliver consistent and legally grounded advice to the local governments under their supervision.

“This initiative serves not just as an informational session but as an opportunity to align our operations with COMELEC’s policies and the Department’s legal guidance. It reinforces our commitment to non-partisanship and empowers our LGOOs to provide local governments with sound, consistent, and legally informed advice throughout the election period.” RD Colao said.
