PUBLIC-PRIVATE PARTNERSHIPS
MEAN MORE DELIVERY OF BASIC SERVICES—DILG 10

Department of the Interior and Local Government (DILG) 10 recently underscored the need for Public-Private Partnerships (PPP) as this would mean more programs and projects to be delivered to the public. 

This is during the roll out on PPP in Region 10 which aimed to help new target local government units identify their “PPP-able projects” and for them to further understand concepts of PPP to guide them on the different modalities and its legalities. 

As per DILG Memorandum Circular No. 120-2016, PPP is a developmental, innovative, change and partnership strategy aimed at promoting the general welfare, inclusive growth and better quality of life of Filipinos. 

“We have identified PPP as an effective vehicle for the participation of our private sectors when we talk about our promotion to the general welfare to improve the quality of lives of our constituents,” DILG 10 Regional Director Arnel M. Agabe said. 

The Regional Director added that it is the goal of the Department to assist local government units so that they may be able to adequately deliver the needed socio-economic programs and projects to their residents. 

PPP Framework has various modalities which have specific laws to follow and the focus of the said rollout was on the Joint Venture (JV) modality. 

This modality is an arrangement whereby a private sector entity or a group of private sector entities on one hand, and a government entity or a group of government entities on the other hand, contribute money, capital, services, assets, or a combination of any or all of the foregoing, to undertake an investment activity. 

This will then involve a community in the performance of an investment activity, and each party shall have the right to direct and govern the policies in connection with the intention of sharing both profits, risks and losses, subject to agreement by the parties. 

“We want our private sectors to be with us in institutionalizing excellent governance in our Region, especially that we are now intensifying our efforts in operationalizing Executive Order 70,” RD Agabe said. 

Dubbed as the “Whole-of-Nation Approach,” EO 70 aims to address the root causes of insurgencies and other armed conflicts and threats by prioritizing and harmonizing the delivery of basic services and social development packages by the government.  

“Hopefully we could involve more sectors to be on board with us in ensuring that by year 2022, we could already end the local communist armed conflict in our respective areas of responsibility,” RD Agabe added. 

Said rollout was conducted on October 9-11, 2019 at Cagayan de Oro City, participated by the following LGUs: Valencia City, Oroquieta City, Laguindingan, Manolo Fortich, Quezon, Don Carlos, Libona, ALubijid, Naawan, and Plaridel.
