PRRD JOINS NORMIN MEETING TO END INSURGENCY,
REGIONAL BRGY DEVELOPMENT PROGRAM LAUNCHED
President Rodrigo Roa Duterte placed full support in ending insurgency as he personally attended the conduct of Joint National and Regional Task Force to End Local Communist Armed Conflict (ELCAC) at Cagayan de Oro City, March 5.
The said meeting, attended by Region 10’s local officials and various national agencies, served as an avenue to discuss the most recent accomplishments of the Task Force among the local communities in the regional and national levels.
President Duterte expressed his sentiment against the CPP-NPA-NDF who are destroying the families, the community as a whole, including government properties and even the investors who ventured into business in far-flung areas for about 53 years already.
“For fifty-three years, many of your comrades have died and you’ve already forgotten where you buried them. Their bodies might have been washed out already. And you’ll just say, ‘He left one night and didn’t return’,” he said.
With this, he said that the government will still welcome those who do not want war, and those who understand what is right and wrong.
Said activity is anchored on sustaining peace and order, as well as providing basic services in conflict-affected areas. Further, it also tackled updates on the mitigating measures, policies and programs under the National Peace Framework that aims to address conflicts across the country.
Since the start of his administration, President Duterte has continuously denounced insurgency and armed conflict as major impediments to lasting harmony and public order in the land. As such, the President issued Executive Order (EO) No. 70 that created the NTF-ELCAC and institutionalized a whole-of-nation approach towards obtaining sustainable peace in the hopes of putting an end to more than five (5) decades of local communist insurgency.
Regional Launching of the Barangay Development Program
Held in the same activity, Region 10 also conducted the Regional Launching of the Barangay Development Program (BDP). With this, DILG Undersecretary for Local Government Marlo L. Iringan, introduced the newest program of the Duterte administration— the Support to Barangay Development Program (SBDP).
He said that the program is a manifestation of the government’s appreciation and love for the public especially those from the countryside.
Further, mentioned that the program was created to ensure the realization of the ELCAC priority barangays’ development projects.
For Region 10, there are 119 barangays who will be receiving P20-M funding for their projects, to which USLG Iringan hopes for them to efficiently and effectively implement such projects.
With the approval of the Republic Act 11518, otherwise known as the FY 2021 General Appropriations Act (GAA), it puts the ‘Whole-of-Nation’ approach on ending local communist armed conflict at the edge of achieving its targeted end state. The GAA 2021 carries the allocation of P16.44-B for the Local Government LGSF-SBDP.
