CAGAYAN DE ORO CITY, August 31 – As an avenue to discuss inter-disciplinary deliberations of major issues and concerns affecting peace, security, and public safety in northern Mindanao, the Regional Peace and Order Council-10 convened for its 3rd Quarter Full Council Meeting on August 26, 2021 via Zoom Teleconferencing.

         The council approved six resolutions that were proposed by the Special Action Committees (SAC) on Criminality, SAC on Public Safety and the Regional Inter-Agency Task Force on ECLIP (RIATFE). These resolutions are as follows:

  • Recommending to the Local Government Units the Enactment of a Local Ordinance Updating the Classification of Roads and Thoroughfares thereby Setting the Speed Limits thereat to be made basis by Law Enforcement Agencies in their Road Apprehension activities
  • Recommending to the Local Government Units the Enactment of a Local Ordinance Prescribing the Installation of Closed-Circuit Television (CCTV) as Requirement to the Issuance of Business Permits or Permits to Operate to Business Establishments along National Roads as Aid to Law Enforcement and as Deterrence to Crime Prevention
  • Enjoining the National Government Agencies, the Provincial / HUC ECLIP Committees to include the Children of Former Regular New People’s Army (NPA) Members, Militia Ng Bayan (MB) Members in the List of Former Rebels to be Endorsed for the Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD) and other Education Support or Assistance Program from concerned Government Agencies
  • Requesting the Department of Budget and Management (DBM) to Expedite the Approval of the Request for Realignment of the Savings of the Department of the Interior and Local Government (DILG) to Enhanced Comprehensive Local Integration Program (ECLIP) Funds, and for the Department of the Interior and Local Government (DILG) to Prioritize the Release of DILG-Administered Package of Financial Assistance to the Former Rebels
  • Requesting the Local Government Unit-Managed Provincial Jail and Rehabilitation Centers and Bureau of Jail Management and Penology (BJMP) correctional institutions to conduct regular OPLAN Galugad / Greyhound Operation by the Composite team (PNP and EOD-K9, PDEA, BJMP and Provincial Warden)
  • Requesting the Land Transportation Office (LTO) to provide training on the application of the Data for Road Incident Visualization Evaluation and Reporting (DRIVER) System

         “The relevance of the RPOC is probably more pronounced now than it ever has been given the need for peace and order, and certainly development can only be achieved if peace reigns in the land. Afterall, there cannot be peace without development and there cannot be development without peace,” said RPOC-10 Chairperson, Mayor Oscar S. Moreno.

         The reports and updates on the SAC on anti-insurgency and preventing violent extremism, on criminality, and on public safety by the Philippine Army, Philippine National Police (PNP), and Bureau of Fire Protection (BFP), respectively, were presented. The updates on the Regional Inter-Agency Task Force on ECLIP and the Retooled Community Support Program (RCSP), Capacitating Urban Communities for Peace and Development (CUCPD) and Support to Barangay Development Program (SBDP) implementation were also presented. 

         The council continues its mandate to create an enabling environment amongst its members to harmonize and effectively implement peace and order and public safety activities that promote volunteerism in the community and intensifies advocacy and prevention education.
