NORMIN CITIZENS EMPOWERED: CAN NOW MONITOR, GIVE FEEDBACK ON LOCAL PROJECTS VIA DEVLIVE

Citizens in Northern Mindanao can now monitor and give feedback to local government projects through a mobile application called Development Live (DevLIVE). 

The use of the application is mainly to improve public access to government project reports, and provide avenues for the citizens to give reactions on existing ongoing and completed projects especially the Department of the Interior and Local Government (DILG-10) programs like the Assistance to Disadvantaged Municipalities (ADM), Assistance to Municipalities (AM), and Conditional Matching Grant to Provinces (CMGP). 

DILG rolls out project monitoring app 

On May 7, the DevLIVE application was rolled out to the Provincial Government Units (PLGUs) in the region by the DILG-10, in partnership with the United Nations Development Program (UNDP). 

Participants in the roll out were the PLGU Local Road Management Team (LRMT), who are responsible for the implementation of CMGP projects in the province, and the DILG Project Development and Management Unit (PDMU).   

Further, DILG Regional Director Arnel M. Agabe highlighted the importance of the citizens’ involvement and urges the public to participate in governance through the DevLIVE application. 

“The purpose of this [application] is to ensure open and participatory governance where citizens can freely give feedback in the implementation of our projects through the use of technology […] Let us participate in governance through this initiative,” he urges. 

The DevLIVE mobile application 

DevLive is an android-based mobile application that allows the public to monitor and provide comments in the implementation status of local infrastructure projects, such as roads, water, among others. 

The mobile application can be downloaded in Google Play Store at free cost. However, the application requires an Android 7.0 or its later versions and an at least 20MB internal storage and 10MB average memory to work. Moreover, IOS devices are not supported in the application.

The application also works offline. Citizens can still access the local projects and draft a satisfaction feedback form. Once online or already have internet access, citizens can then submit the feedback forms. Currently for DILG, ongoing and completed projects under CMGP are open for satisfaction program.  

Other features in the application also opts the users to select preferred dialects in the registration and feedback of the application. As of writing, only English and Filipino dialects are available. 

DevLIVE vs SubayBAYAN

In simple terms, DevLIVE is the feedback mechanism where citizens can participate in the implementation of local government projects while SubayBAYAN is the monitoring tool of the Locally Funded Projects (LFPs) of DILG. 

In connection thereto, projects enrolled in SubayBAYAN are also the projects to be evaluated by the citizens through the use of DevLIVE. (DILG 10/PDMU/Merryane Rose S. Bacud) (Revised copy/DILG-10/Jia Artajo)
