The performance and accomplishments of the lupons were evaluated by committees organized at the provincial and municipal levels on the basis of a) efficiency of operations; b) effectiveness in securing the katarungang pambarangay objectives and c) creativity and resourcefulness of mediators.

DILG launched the LTIA, both as a function of public policy and as a tribute to outstanding Lupon performance pursuant to Section 406 (b) of the LGC of 1991 which mandates the DILG to grant economic and other incentives to Lupong Tagapamayapa (LT) for their outstanding contributions to attain the objectives of the Katarungang Pambarangay.

LTIA was established to give recognition and incentives to outstanding lupons for their contributions in promoting the Katarungang Pambarangay (KP) objectives.

It is rooted from the desire to (1) strengthen the KP as an indigenous conflict resolution structure at the grassroots level, (2) institutionalize a system of granting economic benefits and other incentives to lupons, which demonstrates exemplary performance, and (3) generate greater awareness among, and support from, the various sectors of the Philippine Society on the KP as a potent vehicle toward social ordering and human development.
