DILG SPEARHEADS PADS POLICIES ROLL-OUT ORIENTATION

OROQUIETA CITY, April 6—Consistent with the Philippine Anti-Illegal Drug Strategy (PADS) as embodied in Executive Order 66 signed by President Duterte last October 2018 which directs government agencies to formulate strategies and implement programs that address the nation’s drug use problem in accordance to their respective mandates, the Department conducted the Roll-out Orientation on PADS Policies for Misamis Occidental on April 6, 2021 at Costa del Sol Resort Hotel, Oroquieta City.

The activity was attended by DILG City/Municipal Local Government Operations Officers, Provincial Social Welfare and Development Officer, and Anti-illegal Drug Abuse Council (ADAC) focal persons of all local government units in the province as well as those from the Philippine National Police and Philippine Drug Enforcement Agency. 

The morning session covered topics on the ADAC Audit Year (AY) 2019 & 2020 functionality assessment guidelines by Cluster Head Sanivier G. Patoc. Shortly thereafter, the respective performance indicators and the imperative to establish a Special Drug Education Center (SDEC) in the province, a community-based facility promoting preventive and developmental services for the out-of-school youth and street children, were presented and discussed by ADAC regional focal person LGOO V Michelle Espedido. 

Further, as facilitated by LGOO Espedido and ADAC Regional Technical Assistant Arjelu Galpo, the afternoon session concentrated on the hands-on workshop of the ADAC Functionality Management System (ADAC-FMS), particularly highlighting its features where the focal persons can encode and upload modes of verification (MOVs), certificate of attestations, online audit processes and other features which generally immersed the participants on how to effectively navigate the system. 

This year’s ADAC Performance Functionality Audit covering AY 2019 & 2020 will be done completely through online system. AY 2019 is scheduled on the 2nd Quarter of 2021 while AY 2020 is set on the 3rd quarter.

Through such audit, LGUs which exhibit best and effective ADACs will be recognized and incentivized. (DILG Misamis Occidental/[LGOO II Bill C. Odchigue])
