DILG LANAO NORTE PREPARES LGUS FOR DECENTRALIZATION

 “With the Supreme Court ruling on the Mandanas
case is scheduled for implementation in 2022, this would mean that the LGUs
must prepare to effectively assume new responsibilities… greater
responsibilities,” said DILG Regional Director Arnel M. Agabe.

He
encouraged all participating LGUs to come up with key reforms that would help
reduce poverty, promote infrastructure development, and maintain peace and
order in their localities during the second round of the Policy and Governance
Conversations: Impacts and Implications of the Supreme Court Mandanas-Garcia
Ruling Implementation to LGUs organized by the DILG-Lanao del Norte on January
27.

The
talk focused on the Budgetary Domain topic thus Director John Aries S. Macaspac
of the Local Government and Regional Coordination Bureau of the Department of
Budget and Management (DBM) was invited to share his expertise on the Impacts
on the Finance and Fiscal Programs of the LGUs.

Similarly,
Prof. Edmund S. Tayao, executive director of Local Government Development
Foundation (LOGODEF) discussed the topic Further Decentralization: Implementing
the Mandanas-Garcia Ruling.

As Prof Tayao said during
his presentation, the system reform is ultimately fundamental thus preparation
is vital.

The
virtual talk was participated by Gov. Imelda Quibranza-Dimaporo, Congressman
Abdullah D. Dimaporo, SP Members led by Vice Gov. Ma. Cristina N. Atay with SP
Secretary Joselito Quibranza, members of the League of Mayors of the
Philippines (LMP), Vice Mayors League of the Philippines (VMLP), National
Movement for Young Legislators (NMYL), Philippine League of Secretaries to the
Sanggunian (PLEASES) and members of the Local Finance Committee of the Province
of Lanao del Norte.

Part
of the DILG’s mandate is to equip the LGUs with necessary capacities to help
them improve their performance and enable them to effectively and efficiently
deliver quality services to their constituents.
