DILG CDEO CITY CONVENES HAPSAY DALAN TASK FORCE, OFFICIALS TO IMPROVE ROAD CLEARING IMPLEMENTATION

The DILG Cagayan de Oro and the Hapsay Dalan Task Force of LGU Cagayan de Oro along with the other invited concerned officials convened to discuss the areas to improve in the continuing implementation of road clearing program as the next validation is approaching.

During the meeting, DILG City Director Jane J. Docallos reiterated  that LGUs’ roles include reviewing and revisiting  of the ordinances relative to road clearing in order to harmonize with all other existing issuances. Moreover, the LGUs are expected to conduct inventory on all roads and roads with obstructions, conduct regular road clearing, and create displacement and rehabilitation plan. 

 “Despite receiving a ‘medium compliance’ during the previous validation, LGU Cagayan de Oro still has to work on with several items to improve and ensure compliance to the reuirements concerning road clearing implementation,” CD Docallos said. 

She also emphasized that it is mainly the role of the LGU to implement road clearing, as well as provide assistance to barangays within jurisdiction, if necessary.

Acting City Administrator Oliver G. Egypto expressed that one of the challenges that they are encountering is that some urban barangays do not have parking spaces at all. On the other hand, Councilors Romeo Calizo said that legislative body are amenable to do their part to comply with the law by crafting or amending ordinances that will support the program.

With these, Legal Officer Antonio Resma proposed to the legislators present to consider idle lots for parking spaces through negotiation with the owners by reducing their taxes, if possible.
