DILG 10 TO JUMPSTART
LOCALIZED EFFORTS FOR
WHOLE-OF-GOVERNMENT APPROACH

         In order to complement efforts of the National Task Force (NTF) to End Local Communist Armed Conflict (ELCAC), the Department of the Interior and Local Government 10 (DILG 10) will be facilitating the conduct of a provincial action planning workshop on June 4-5, 2019.

         Dubbed as the “Provincial Action Planning Workshop on Building Sustainable Peace: Towards a Peaceful, Inclusive, Just and Equitable Development,” the activity seeks to facilitate the formulation of action plans for the highly urbanized cities and provinces.

         The action planning will be guided by the strategies identified by DILG’s Implementation Plan for Executive Order No. 70 and will serve as a roadmap for the provinces in their efforts to end local communist armed conflict.

         Furthermore, it aims to develop general awareness on the said EO and to ensure provincial government support prior to the creation of the Provincial Task Force on ELCAC (PTF-ELCAC).

         The workshop is seen to lead towards the identification of priority programs and projects that are contributory to the goal of ending armed conflict in conflict-affected barangays.

         The provincial action planning workshop will be participated by provincial functionaries, provincial and regional heads of line agencies, and representatives from non-government and civil society organizations.

         EO 70 also known as the “Whole-of-Nation Approach” was signed in 2018 in order to “…address the root causes of insurgencies and other armed conflicts”. Said EO seeks to solve this by “…harmonizing the delivery of basic services and social development packages by the government, facilitating societal inclusivity, and ensuring active participation of all sectors”.
