DILG 10 LEVELS UP
2019 SGLG TARGET PASSERS
“Let us not be contented with our performance last year because we will do better this year.”
This was the challenge of DILG 10 Regional Director Arnel M. Agabe during the conduct of Seal of Good Local Governance (SGLG) Regional Orientation on March 28 – 29, 2019 at Hotel Conchita, Cagayan de Oro City.
This year, the SGLG carries on with the “All-in” assessment criteria where the LGUs must pass all seven (7) governance areas of (a) Financial Administration, (b) Disaster Preparedness, (c) Social Protection, (d) Peace and Order, (e) Business Friendliness and Competitiveness, (f) Environmental Management and (g) Tourism, Culture and the Arts.
For a province to qualify, ten percent (10%) of its component cities and municipalities must be passers, as per DILG MC 2019 – 44.
“We’ve been doing well and it’s good news that we have the same set of criteria indicators for SGLG [2019]. Our LGUs are much prepared this year and we owe it to them to assist and facilitate deserving LGUs to be awarded with the Seal” RD Agabe said. “We have to maintain the integrity of the Seal and assure that the LGUs should be the one motivated to pass – not our field officers.”
RD Agabe challenged the provincial and city directors to target at least 10 LGUs per province, and as well as the highly urbanized cities to garner the SGLG. He emphasized that the Seal is an award for excellence in local governance where we assess the system, structure, operations and performance of the LGUs.
“Ensure that the SGLG awardees really manifest the principles of transparency, accountability, good governance and excellent performance for the Seal separates non and average performing LGUs from the exemplary performing LGUs.” RD Agabe told the Field Officers.
The SGLG puts premium to integrity and good performance as it seeks to institutionalize the continuity of local governance reforms and development. It is a progressive assessment system that gives LGUs distinction for their remarkable performance across several areas (DILG MC 2019 – 44).
Over the past years of SGLG implementation, the Department recognized all efforts of the local government units (LGUs) that delivered exemplary service to its constituents and inspire LGUs to continue the drive for good governance.”Let us not be contented with our performance last year because we will do better this year.”
