DILG 10 HOLDS DISASTER
RESILIENCE DIALOGUE, DISSEMINATES
OPERATION LISTO MANUAL

     To discuss on the latest edition of the OPLAN L!STO: Disaster Preparedness Manual for local government units, as well as further explain on key concepts of disaster preparedness, DILG 10 conducted a one-day dialogue on March 27, 2019 held at VIP Hotel, Cagayan de Oro City.

     “Filipinos smile, laugh and take selfies during the typhoon and floods, but this is not the resiliency we would like to happen. The resiliency that we would like to happen is for Filipinos being able to withstand whatever calamity will happen,” said DILG 10 Regional Director Arnel M. Agabe in his opening remarks.

With this, he explained that resiliency is being able to cope and adapt should there be disasters.

     A total of 47 participants attended the activity composed of Provincial Administrators, Provincial Disaster Risk Reduction Management Officers (PDRRMOs), PNP Regional and Provincial Directors, BFP Regional Directors and Provincial Fire Marshal, DILG City and Provincial Directors, DILG Cluster Heads, Disaster Risk Reduction and Climate Change Adaptation (DRR-CCA) Focal Person of DILG, DSWD, NEDA, OCD, DOH, MGB, DOST, PAGASA; and Civic Society Organization – Ecosystems Work for Essential Benefits (CSO-EcoWEB).

     “We, as the public servants, should come up with set of actions that will ensure that everyone is prepared should disasters strike—and we start to advocate this to our own families,” RD Agabe said.

     He encouraged the Local Disaster Risk Reduction Management Officers to remind their Governors and Mayors, that if ever they will be absent in their area of responsibility during a disaster, DILG might file cases against them, if ever their absence is not justified.

     DILG 10 Local Government Capability Development Division (LGCDD) Chief and Assistant RD for Operations Hazel L. Occeña, on her presentation on DILG Disaster Preparedness Protocol, shared that the primary role of DILG is disaster reporting and monitoring which includes monitoring LGU’s Preparedness Action Checklist.

     Regional DRR-CCA Focal Person Nasif D. Mangotara meanwhile, on his presentation on the launching of the new tools under Operation L!sto and Oplan L!sto: Preparedness Guide for Governors shared that DILG formulated Operation L!STO, a national advocacy program for disaster preparedness to guide LGUs and DILG personnel on actions they need to take before, during and after a disaster. He added that it aims to strengthen the capacity and level of preparedness of LGUs through the L!STO teams in national and local governments.

     During the activity also, led by RD Agabe, the participants recited and signed the Pledge of Commitment to show their untiring support to OPLAN L!STO with the battle cry, “Tamang Paghahanda! Tamang Aksyon!”
