DILG 10 CONDUCTS
LEGISLATIVE FORUM FOR LNBS
To further cascade the localization agenda down to the barangay, the DILG 10 conducted a Legislative Forum on Project Development Management and Participatory Governance on March 21, 2019, at the Apple Tree Resort, Opol, Misamis Oriental.
The said activity emphasized the role of the Punong Barangay in local planning and investment programming, and aimed to strengthen their involvement in the formulation of municipal plans and budgets. “As members of the Municipal Development Council, you have the power to vote and to decide,” LGCDD Chief Hazel L. Occeña said during her lecture.
The said activity was attended by Liga ng mga Barangay Presidents from the municipalities of Region 10. During the forum, DILG 10 oriented the Liga Presidents on the main contents of local plans, and the tools and forms to be employed project planning, identification, and prioritization.
Apart from this, the forum also tackled the legal bases for the localization agenda and the process of harmonizing plans from barangays towards municipal, provincial, regional, and national plans.
The said activity was conducted by the regional office to further address LGUs’ perceived low absorptive capacity in managing and implementing projects. As such, capacity development initiatives are currently redirected to ensure LGUs improved performance with full participation of the legislative body.
