MANILA HOTEL, Dec. 11 — The Lupong Tagapamayapa of Barangay Naburos, Baliangao, Misamis Occidental, is this year’s National Lupong Tagapamayapa Incentives Awards (LTIA) 1st runner-up for the 4th-6th class category. The award was conferred by the Department of the Interior and Local Government (DILG) during the 2023 LTIA 25th National Awarding Ceremony, earlier today.

Interior Secretary Benjamin Abalos said that the LTIA recognizes lupons who performed well in settling disputes in their community. As such, it aims to acknowledge lupons as ‘mediation boards that have effectively demonstrated their capacity to judiciously and promptly resolve cases brought to them’.

The DILG awarded Barangay Naburos with a trophy and a cash price of P250, 000 as an incentive award for effectively operationalizing their mandate as lupons at the barangay level.

Naburos Barangay Lupon, spearheaded by Punong Barangay Robert Macalisang,
accepted the award, alongside Baliangao Mayor Haneya Theresa L. Yap-Chiong, Baliangao Municipal Local Government Operations Officer (MLGOO) Carel Jean G. Cutales, and DILG 10 Regional Director Wilhelm M. Suyko, CESO IV.

PB Macalisang expressed his gratitude that their efforts in securing effective and efficient resolutions of disputes filed at their level are honored and recognized. He further thanked Mayor Chiong and MLGOO Cotales for the support the council received throughout LTIA journey.

“I am grateful that we got the first runner up. Nalipay kayo ko kay dili sayon ang amohang naagian para mo abot ani nga kadaogan,” he expressed.

Meanwhile, Naburos MLGOO Cotales said that the LTIA promotes peace and order in the community and preserves relationships among its members. Hence, recognized the Barangay Council of Naburos for their determination in doing their sworn duties as lupons in their barangay.

“The PB is so determined to do all the means of techniques to reach to a point of settling differences among his constituents, and its Lupon Members are readily supportive to do their parts in the mediation process […] they simply do not give up until they reach a compromise agreement and somehow learn to forgive and move on,” she said.

The Lupong Tagapamayapa is an administrative body created by law to operationalize the barangay justice system or the Katarungang Pambarangay and is composed of the Punong Barangay as the Lupon Chair, Barangay Secretary as Lupon Secretary, and community residents who volunteer as members.
