31 MISOR FORMER REBELS RECEIVE
E-CLIP ASSISTANCE, DILG 10 URGES MORE REBELS TO SURRENDER

DILG 10 Province of Misamis Oriental in collaboration with the Enhanced Comprehensive Local Integration Program (E-CLIP) Committee members conducted a ceremony on February 13 at Casa de Canitoan, Cagayan de Oro City, wherein the said former rebels took their Oath of Allegiance, as they were restored of their civilian status.

Through E-CLIP, each surrrenderee will receive financial assistance worth Php 65,000.00. Php 50,000.00 of it is intended for their livelihood assistance, while the Php 15,000.00 would serve as their immediate assistance.

E-CLIP provides complete package of assistance to former rebels who were members of the Communist Party of the Philippines (CPP), New People’s Army (NPA), and National Democratic Front (NDF), as well as their family members, who have surrendered to the government to abandon armed struggle and become productive members of the society.

With this, Department of the Interior and Local Government (DILG) 10 Regional Director Arnel M. Agabe urged those rebels who have not surrendered yet to grab the opportunity to avail incentives through E-CLIP.

“Through this program, our President gave our rebels a chance to surrender and start anew by providing them with the financial assistance and other necessary assistance along the way,” he said.

The Regional Director further assured that, through the delivery of social services by various government agencies, the surrenderees together with their family, will benefit from it.

The said awarding ceremony was graced by Brig. Gen. Franco Nemesio M. Gacal of the 4th Infantry (Diamond) Division Commander representing the Task Force Balik Loob, Provincial Legal Officer of Misamis Oriental Atty. Neil Pacana, LTC Richard B. Rabaca Commanding Officer 65th IB, and COL. Edgardo Y. De Leon Commander, 403rd/ E-CLIP Co-Chairman.

Meanwhile, COL. Edgardo Y. De Leon appealed to the former rebels and the media to further disseminate the program to reach the active NPA members in the region for them to avail the program.

In line with these efforts, Halfway Houses are being established in Region 10, which will serve as venue and facility for the former rebels in conducting rehabilitation and healing sessions, and education and skills training activities.

Surrenderees are currently undergoing the E-CLIP process for their benefits.
