OPOL, MISAMIS ORIENTAL, Sep. 8 — Five provinces in Northern Mindanao are taking steps toward stronger local governance as they work to identify their capacity needs and shape three-year development agendas through an ongoing Capacity Development (CapDev) Agenda Formulation Workshop, running from September 7 to 10, 2026, at Apple Tree Hotel & Resort, Opol, Misamis Oriental.

The workshop brings together key provincial officials and personnel from the five provinces to formulate their respective three-year Provincial CapDev Agendas, serving as a roadmap for addressing organizational and institutional capacity needs and aligning capability-building interventions with provincial development priorities.

On the second day of the workshop, participants took part in discussions and hands-on activities on Stakeholders Analysis, Determining the Performance Change Matrix, and Assessing Capacity. These sessions help participating provinces identify capacity gaps, assess organizational and institutional needs, and determine appropriate capacity development interventions aligned with their respective provincial development priorities.

Participants also presented their workshop outputs for sharing, validation, and further enhancement, allowing them to draw insights from one another and refine their proposed strategies based on actual provincial needs and priorities.

As the workshop continues until September 10, participating provinces are expected to further refine, finalize their respective CapDev Agendas and develop interventions that contribute to improved performance and more responsive public service delivery to their respective LGUs.

The activity underscores the continuing commitment of DILG 10, through the Local Government Capability Development Division, to strengthen the capacity of provincial governments; equipping them with the competencies, systems, and institutional mechanisms needed to respond effectively to emerging governance challenges and deliver better services to their constituents.
