CAGAYAN DE ORO CITY | September 7, 2026 — The Department of the Interior and Local Government (DILG) Region X convened its 5th Management Committee (MANCOM) Meeting on September 7, 2026, following the oath-taking ceremony for newly appointed and promoted personnel. The meeting was conducted through a hybrid setup, with management officials participating onsite and virtually.

In his opening message, Regional Director Bruce A. Colao, CESO V expressed appreciation for the efforts of personnel involved in the recent selection, appointment, and promotion processes. He also shared management’s direction to consider the outputs of the Office Optimization Plan and relevant CSC Omnibus Rules on Appointments and Other Human Resource Actions (ORA-OHRA) in strengthening the Regional Office’s organizational structure. Among the areas identified for consideration were the creation of Information Officer and Legal Aide positions, regularization of the ISO Officer, improved accessibility of the Legal Office, particularly in view of the increasing requests for legal opinions, and the possible elevation of the Performance and Development Management Unit (PDMU) into a division.

The meeting proceeded with ORD Updates presented by Atty. Rued Sacabin, RICTU Updates on the Barangay Information Management System (BIMS) by Chief Jose Miguel Siao, LGCDD Updates on Decentralization by Chief Hazel Occena, LGMED Updates by Chief Corazon Vincente, and HRMS Updates on vacancies and other personnel matters.

In her closing message, Assistant Regional Director Yvette C. Sunga thanked all participants for their active participation and recognized their continued hard work and commitment. She encouraged everyone to remain “matitino, mahusay, at maaasahan” in the performance of their duties and in serving the Department and its stakeholders.
