CAMIGUIN LRI UNDERGOES TRAINING FOR CSIS
CAMIGUIN, April 29-30 – The Mindanao Cluster Training of Local Resource Institutes (LRIs) for the 2021 implementation of the Citizen Satisfaction Index System (CSIS) was simultaneously conducted on April 29-30, 2021 via Zoom Platform, spearheaded by the CSIS National Team from the Bureau of Local Government Supervision (BLGS).
For Region 10, DILG Camiguin convened the Program Manager, Field Supervisors and Data Processors from the partner LRI, Camiguin Polytechnic State College (CPSC), at Havendwell Garden Resort, Mambajao, Camiguin.
BLGS Director Vivian Suansing welcomed all the new and old partner LRIs to the training and reminded all teams to stay healthy and safe during the conduct of the CSIS especially with the pandemic still present.
“Moving forward, we are strengthening the CSIS because we are looking at this as a tool to assess service delivery performance of local government units (LGUs). The results are to be utilized as basis for recognizing and providing incentives to good performance,” Director Suansing added.
With the municipalities of Catarman and Mahinog as the chosen target areas for the 2021 CSIS implementation in Region 10, the CPSC must be capacitated on the methodologies for them to properly conduct the data gathering which is scheduled on May-June 2021.
“We are grateful to you, our partner LRIs, for responding to our invitation in ensuring that the voice of the citizens will be heard by the powers of the platform called CSIS. Because through the CSIS, the citizens are the ultimate customers, and as they say, the customer is always right,” said Denver Calo, CSIS National Team Head, during his discussion on the overview of the CSIS implementation.
Among the topics tackled during 2-day activity were: (1) the orientation on sampling design and controls overview, (2) data processing and analysis, (3) preparation of CSIS outputs, and (4) the conduct of the focused group discussion (FGD) with civil society organizations (CSOs).
The CSIS is an assessment tool designed to generate citizens’ feedback on the service delivery performance of the LGUs defined by its availability, reach and quality.
LRIs are chosen partners from the academe who have the technical expertise to undertake core fieldwork procedures of the CSIS. These local academic institutions have the expertise in social research, can easily mobilize personnel to undertake this study and are capable of establishing rapport with citizens across different socio-demographic backgrounds.
