In order to ensure that newly-minted barangay officials have a solid foundation on local governance, the Local Government Capacity Development 10 conducted three batches of the “Barangay Newly Elected Officials towards Grassroots Renewal and Empowerment for Accountable and Transparent Barangays Implementation of Component B: Jumpstarting Local Governance Track 2: Planning for Development Training of Trainers of BNEO Training Management Team on August 29, 2018 to September 4, 2018, at the Dynasty Court Hotel, Cagayan de Oro City.

Through the program, the DILG 10 seeks to create a partnership with local government units by involving functionaries on capacitating newly-minted officials on matters such as audit, budget and finance, and local development planning. Plans such as the Peace and Order and Public Safety Plan and the Barangay Anti-Drug Abuse Council Action Plan were also discussed in the lecture.

 

            “We invited local functionaries as part of the core team for they have expertise on subject matters pertaining to their functions,” said LGCDD Chief Hazel L. Occeña during the conduct of BNEO orientation last July.

 

The BNEO Program to be implemented by the DILG 10 was formulated based on the best practices of other cities and municipalities.

 

After the conduct of the Training of Trainers, local functionaries and DILG field officers are expected to conduct BNEO capacity development in their respective cities/municipalities.

The barangays are expected to come up with their BDPs, barangay budget, and barangay capacity development agenda by December 2018.

 

Prior to the training on BDP formulation, an orientation on BNEO was conducted in July-August 2018. This was also participated by City/Municipal Accountants, City/Municipal Treasurers, City/Municipal Budget Officers, City/Municipal Planning and Development Coordinators, and City/Municipal Local Government Operations Officers.
