One thousand nine hundred ninety (1990) Punong Barangays from Region 10 participated the mass-oathtaking administered by President Rodrigo Roa Duterte, yesterday, June 26, 2018 at Limketkai Atrium, Cagayan de Oro City.

     “In reciting the Oath of Office, it simply says that you have to protect the people and you must see to it that the nation is preserved,” the President said in his message.

     Facilitated by the Department of the Interior and Local Government (DILG) 10, the activity also served as a venue for the symposium on the government’s fight against illegal drugs, criminality, corruption and violent extremism, and also, the fundamentals of federalism.

     “Maging instrumento ng pagbabago sapagkat kayo ay pinili ng ating mga kababayan upang maging pinuno ng inyong mga barangay. At ngayon kayo ay pormal na inilulokluk na kapitan ng inyong barangay, oras na upang inyong gampanan ang inyong pagiging pinuno sa inyong nasasakupan,” said SILG Eduardo M. Año to the newly elected Punong Barangays.

     The Secretary said that the Punong Barangays have significant roles in eradicating illegal drugs in the Barangays saying, “Simula sa inyong panunungkulan, wala ng kamakamag-anak at kai-kaibigan, kung ano ang ang batas sundin natin,” he said.

     Moreover, in the order against loiterers SILG Año clarifies, “Hindi bawal ang mga tambay, ang hinuhuli ay ang mga lumalabag sa mga batas at ordinansa katulad ng pag-iinuman sa lansangan, umiihi at naninigarilyo sa pampublikong lugar, at mga minor na lumalabag sa curfew.”

Towards Good Local Governance

     DILG 10 Regional Director Arnel M. Agabe urged the attending Punong Barangays of Region 10 to become partners for development saying that they are key players in eradicating illegal drugs, corruption, criminality and violent extremism in their areas.

     He also underscored that the President’s Dialogue for Barangay Good Governance is a venue for them to be able to hear the priorities of the present administration directly from the President.

     “Tell us what needs to be done and as to how the DILG could help you, so you can become better Punong Barangays by effectively and efficiently serving your respective constituents,” he said.

     The following were the speakers during the morning session of the activity: (1) Comm. Felizardo Serapio Jr. (Campaign on Countering and Preventing Violent Extremism), (2) Department of Finance ASEC Antonio Joselito Lambino II (Overview of Train Law), and (3) DILG ASEC Jonathan Malaya (Fundamentals of Federalism).

     In addition, the following were the speakers during the afternoon session: (1) Dir. Leocadio T. Trovela (Campaign Against Criminality), (2) Atty. Odilon L. Pasaraba (Campaign Against Corruption), (3) ASEC Ricojudge Janvier M. Echiverri (Campaign Against Illegal Drugs), and (4) Dir. Wilkins Villanueva (War on Drugs).

     Cagayan de Oro City Mayor Oscar Moreno in his message said, “No matter how hard the National Government pushes through with its agenda, kung dinhi sa ubos dili kita mutabang ug dinhi sa barangay dili kita mukooperar, lisud gyud kaayo.” With this, he underscored importance of unity, especially in sharing the same agenda, objectives and mission.
