To attain common understanding and extend reinforcement regarding on financial aspect in DILG 10, the Finance and Administrative Division conducted Accounting Clerks and Disbursing Officers Consultative Annual Conference last May 3-5, 2018 in Villa Paraiso, Mambajao, Camiguin.
The two-day activity participated by the Field Operating Units’ (FOUs) officers and personnel of FAD. It served an avenue to raise queries and find solutions in general operations especially in financial matters.
Guidelines of Disposal was explained by Ms. Rosita E. Lagang, Supply Officer as she elaborated the basic procedure in disposing unserviceable properties. She pointed that all FOUs should have an Inspection Officers to have a firsthand observations of the conditions of the properties before its disposal.
Cedrix Aguiñot, Accountant III, discussed accounting concerns and introduced a new format of the Certificate of Attendance/Appearances in line with Commission on Audit’s (COA) requirement in conducting trainings and activities.
In addition, in accordance to the implementation of RA 10963 or Tax Reform for Acceleration and Inclusion (TRAIN Law), Aguiñot stated that BIR declared tax exemption to employees having a salary not exceeding to 250,000.00 annually. He reminded that Job Orders employees, belonging in the said category, are required to file a certificate of registration to be tax-free.
Moreover, in line with the application of QMS in the organization, one vital document indicated during one of the sessions is the log sheet. Aguiñot underscored the importance of QMS-Log sheet Format and explained that all disbursement and other transactions should be logged every month. As part of the quality procedure with regards to processing of disbursement vouchers, simple transactions should be processed within one day while complex transactions like catering can be processed within 3 days. This is one way to easily identify the met and unmet transaction for the month.
DILG 10 Regional Director Arnel M. Agabe expressed that he looks forward for the improvements of Finance Section and to continually be efficient and effective on the operations in line with the organization’s objectives.
