DILG 10 URGES MISOR BRGYS:
MAKE GOVERNMENT BE FELT, END INSURGENCY
“Our barangay governments are with us because we want the government to be proximate; and our challenge to our Punong Barangays is to make the government be felt by ensuring that we will effectively deliver our services to the people.”
This is the statement of Department of the Interior and Local Government (DILG) 10 Regional Director Arnel M. Agabe, as he further urged Misamis Oriental Punong Barangays to push for the operationalization of EO 70, otherwise known as the “Whole-of-Nation Approach” to end insurgency.
He said this during the conduct of “Ugnayan at Talakayan sa Barangay cum Enhancement Training on Barangay Anti-Drug Abuse Council, Peace and Order Council, and EO 70” led by DILG Misamis Oriental, and is happening now at Hotel Conchita, Cagayan de Oro City.
“We invited you to this activity because being considered as the ‘grassroots government’, you are the ones who directly provide services to our people, which makes the roles of our Punong Barangays critical in the Ending the Local Communist Armed Conflict (ELCAC),” RD Agabe said.
DILG 10 already issued a memorandum dated July 12, 2019 on the creation and functionality of a local task force to ELCAC down to the barangay level to fast-track implementation in addressing root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats via EO 70.
“With EO 70 being a ‘Whole-of-Nation Approach’, we expect that it will not only be the national government’s concern, but rather a harmonized effort from all of us, especially that we were given up to year 2022 to attain our goal in ending insurgency,” RD Agabe added.
Out of the 12 clusters of EO 70, five (5) of it is led by the DILG, namely: Sectoral Unification, Local Government Empowerment, Basic Services, Localized Peace Engagement, and E-CLIP and Amnesty Program.
Meanwhile, the DILG Misamis Oriental’s conduct of “Ugnayan at Talakayan sa Barangay” aimed to capacitate the Punong Barangays, SB/SP Chairmen on Peace and Order, and Chiefs of Police for Cities and Municipalities on eliminating corruption at the local level, as well as gain necessary knowledge on the functionality of ADAC, POC, and operationalization of EO 70.
